Delhi’s rapid urbanisation, increasing population pressures, fragmented institutional responsibilities, and growing stress on the Yamuna River and its floodplains highlight the need for an integrated and city-specific approach to river management. While multiple agencies are involved in water supply, wastewater management, flood control, pollution regulation, and urban planning, existing interventions have largely remained sectoral, limiting coordinated action for river restoration. Recognising this need, the National Institute of Urban Affairs (NIUA), in partnership with the National Mission for Clean Ganga (NMCG), is developing an Urban River Management Plan (URMP) for Delhi. The URMP aims to establish an integrated planning and governance framework that aligns river restoration with urban development, climate resilience, and sustainable infrastructure planning.

Adopting a basin-to-city perspective, the URMP will assess the current status of the Yamuna river system within Delhi, including its drainage networks, floodplains, and pollution sources. The plan will identify key challenges related to water quality, flooding, ecological degradation, and institutional coordination, and propose technically feasible and financially viable interventions across short, medium, and long-term horizons. Through multi-stakeholder engagement and integration with ongoing national and city-level initiatives, the URMP seeks to institutionalise river-sensitive urban planning, improve the ecological health of the Yamuna, reduce flood and pollution risks, and strengthen the long-term resilience of the river corridor within Delhi’s urban landscape.

Urban River Management Plan for Delhi, Stakeholders Inception Workshop

<p>The Stakeholders Inception Workshop for “Preparing an Urban River Management Plan (URMP) for Delhi” was held on 16 July 2025 at Bharat Mandapam, organised by the National Institute of Urban Affairs in partnership with the National Mission for Clean Ganga. The workshop marked an important step towards rejuvenating the Yamuna and integrating river-sensitive planning into Delhi’s urban development. The event brought together senior government leaders, international partners, researchers, and practitioners to deliberate on the vision and framework of the Urban River Management Plan. Key discussions focused on improving water quality, restoring drains and water bodies, expanding sewage treatment and reuse, protecting floodplains, and strengthening governance and inter-agency coordination. Experts also emphasised ecological restoration, citizen engagement, and data-driven planning for sustainable river management. The workshop provided a collaborative platform for stakeholders to share perspectives and align priorities, laying the foundation for a comprehensive URMP that aims to restore the Yamuna as a healthy ecosystem and a vibrant urban asset for Delhi.</p>

<p>The Stakeholder Workshop for Preparing the Urban River Management Plan (URMP) for Delhi was held on 22 August 2025 at the National Institute of Urban Affairs, New Delhi, organised by the National Institute of Urban Affairs in association with the National Mission for Clean Ganga. The meeting brought together experts from academic institutions, research organisations, civil society groups, and policy institutions to contribute to the preparation of Delhi’s URMP. The workshop focused on leveraging ongoing research, identifying knowledge gaps, and defining how different organisations could support the plan’s development. Discussions highlighted key themes such as groundwater surface water interactions, decentralised water reuse, floodplain conservation, biodiversity protection, and the need for citizen participation in river restoration. Participants also emphasised adopting a systems approach with short-term, medium-term, and long-term strategies for the Yamuna’s rejuvenation. The meeting concluded with a roadmap for continued collaboration through regular consultations and the launch of a citywide citizen engagement process to inform the URMP for Delhi.</p>

<p>The Nodal Officers Working Group (NOWG) Meeting to prepare the Urban River Management Plan (URMP) for Delhi was held on 18 November 2025 at the National Institute of Urban Affairs, New Delhi, and was organised by the National Institute of Urban Affairs in partnership with the National Mission for Clean Ganga. The meeting brought together key government agencies, including the Delhi Jal Board, Municipal Corporation of Delhi, Delhi Environment and Forest Department, Irrigation and Flood Control Department, and the Delhi Development Authority, to discuss departmental initiatives and strengthen coordination for the preparation of Delhi’s URMP. The discussions focused on critical themes such as sewage treatment and interception, solid waste management, floodplain protection, drain rejuvenation, wastewater reuse, and ecological restoration of the Yamuna. Participating agencies shared ongoing initiatives, challenges, and opportunities for collaboration to improve water quality and river health. The meeting also highlighted the importance of data sharing, integrated planning, and citizen engagement to ensure effective implementation. The consultation marked an important step toward establishing a coordinated institutional framework for Yamuna rejuvenation under the URMP for Delhi.</p>
